I can tell you from personal experience, the twin-cooling does not keep the ETMS from engaging. Even in short idle situations.
I test road the '14 Limited last Saturday at around 90 degrees, about 4 miles highway and 3 miles thru stoplights. At the second stoplight the ETMS kicked in. And at every light thereafter.
The big difference was the fact that my right thigh was no longer roasting. Made me wonder if Harley developed the Twin Cooling for rider comfort rather than engine cooling because the ETMS kicked in just as often as my '12 Limited.
