Default Front Fork assembly question 09 FLHTC

I am putting my forks back together with some new chrome lower sliders. I had a question about the Damper Valve. It looks like it sits right on top of damper tube in lower fork slider? I wanted to make positive that's the case. Or could it sit in bottom of upper fork tube and spring rest on it. Don't think so but just want be sure had it apart few days and my memory isn't what it use to be.

The fork tube go'es in The slider with the with damper tube in it and the damper valve on top of that then the spring sits on it don't forget the 6mm screw with copper washer in the bottom.
