Run the bike at 3000 RPM and You'll be good to go.

Make a slow turn around 15 mph in 3rd gear, come out of the turn and hit the throttle. When the bike goes "putt putt putt putt putt" and your aren't going anywhere. You are now lugging.

 

Anything < 2K RPMs on the new (stock) 96". Seriously lugging.

 

My engine has to beLUGGED from the engine stand and set into the frame,does that count?
