I only suspect that your tourpac does not have a light bar on the back? And that I can't really tell from the photo in your signature!

So I'm taking a guess, its for the light bar and side lights that yours is not equipt with!

It is for the addition of

King Tour-Pak® Brake / Taillamp Kitwhich doesn't come standard on an FLHTCI or

Color-Matched Tour-Pak® Spoiler Kitwhich is an add on LED running/brake light. Ram has it right.

I added the side running lights to my tour pac. That plug can be used for that also.

The plug Connector #12. is for connecting the tourpak lights.

If you do want to check it, the two outer cavities are the running lights(Comes on with ignition)and the center cavity is the brake light(Comes on with brakes via brake switches)
