this area...d.c. metro, northern va and baltimore has a multitude of dealers in the area. you should be able to work with some. i got a new flhtk at rommell in annapolis and while they didn't budge on the sticker price of 25 something...they did give an extra grand on my trade in after i turned them down. so, its dealer dependant. look at some of them in the area and take a couple of days and go look. you have dale city, manasas, patriot in fairfax, alexandria, national harbor, laural, just to name a few. find a couple and go look at them. take the best deal.

I used to live down in the Norfolk/VA Beach area. There are some good dealers down there. Bought a new 2010 Fatboy Lo for a few thousand under MSRP when i was there. Whatever happens at the dealer, stand your ground and dont settle unless youre happy. If they cant budge on MSRP (which some wont do), they can on service, gift cards, parts and labor discounts.

I've been drooling over a '13 Big Blue Pearl FLHTK for a month or more. One dealer wanted 29,700 otd and another went down to 27,600 otd. Pretty sure sales tax is 8.8% here. At another dealer I offered MSRP otd, 25,239, and I was shown the door.
Some will eliminate the freight, prep, and doc fees, but to do that they are actually discounting the MSRP by the same amount and then adding those fees back in. Dealer said they had to charge those fees, and they would be shown on the invoice along with the discounted bike price. I tell them to give me their best OTD price, I don't care how they manage the numbers.

Pretty sure all the 103" motors come with the oil cooler standard. That's what I've been seeing anyway.

Im pretty sure I found a non ABS SG cruise, vivid black. Will be my third vivid black street glide. Ill know for sure tomorrow.

Yeah your in a good location plenty of dealerships and all you need to do is shop them till you get the deal you want.
Use the internet as well, round up various dealers internet sales email addresses and then compile 1 email to them ALL and state in the email what you are looking for and tell them what your thinking number wise and ask for quotes and that the best quotes will receive call backs.
What does it hurt, worse thing you get some spam email from them etc... that you have to put in the junk filter. However you may find that deal your looking for when they see on the to list that your shopping more than one dealer.

OTD prices are over rated (jmho). sales tax, registration fees are all different in different states so that makes it vary from state to state. things like did you trade, did you transfer plates also enter into the picture. not hard to do the math after you get the dealers bottom price. good luck finding one. think vivid black is pretty popular go on a day trip around the beltway and check out the "stealers".
