I assume you mean an 07 Ultra Classic, as opposed to a softail, RK, or EG?

Can't say I have any real experience with the 07 or 13 Ultras, but the many replies to questions like yours tend to boil down to: If like your current ride and the miles aren't a concern, the extra expense probably won't be worth it for the amount of "upgrade" you'll get. If, on the other hand, you just want a 13, get the 13.

Just got my 2013 Ultra Limited a couple of weeks ago and love it. My other bike is an '04 Heritage, so quite a bit of difference. Like 'em both, but the wife really like the 'comfort' of the UL. No problems yet (but only 600 miles on it so far).

Had my 2013 Ultra since March. Moved up from a Softail and loving it. Got a little over 2k miles on it and ride it to work as much as I can now that snow has stopped flying. No regrets at all.

Default Great ride

I picked up my 2013 Ultra Ltd April 20, have over 1000 miles on it now. Last ride was a Heritage Softail - my only regret is I didn't buy it sooner. Handling is superb, decent fuel mileage, and has lots of torque with the 103 & Stage 1 with cat removed. Have a PV on order as it does run a bit leaner then I'd like...

Don't get it, it will drain your wallet and the grin on your face willbecome permanent. I've had my 2011 limited for just over two years but have been in Afghanistan for over six months now, still managed to put over 20,000 trouble free miles on her!! Loved every one of them. For what it's worth, you didn't really expect anyone of this forum to say anything negative about the Ultra did you?? Good luck!!
