Have you ridden a newer Ultra Classic or Ultra Limited? If not, try and get your hands on one. That will tell you everything you need to know as to whether the upgrade is worth it for YOU.
I rode by buddy's 2011 a couple of times. The 103... the six speed... the Brembo brakes... the smoothness... I loved it and thought it was hands down a nicer riding bike than my 2006. Now, that doesn't mean I ran out and bought one. I did test ride a 2012 Ultra Limited at the dealer and was thinking hard about it. In the end, I decided, for ME, my '06 was good enough for now.
Only a ride will tell you what to do. But I predict you will notice a big (and surprising) difference in the way the new ones ride. The MoCo may work hard and keeping them looking the same, but under that exterior they've made a lot of improvements.

RGU owner my second one with the new frame.
I like the new frame and all that comes with it. If the bank account is ok with a new ride and you are ready for one you should be very happy with a 2013.
The new frame has tires sizes that are not to big but fit the weight of the Touring bike better, a better tire over all. 2013 comes factory 103 while not a huge difference it has better torque. The factory 103 has ACR something IMO every HD should have.
ABS I am sold on it.
Over all a worthy ride.

I bought a 2012 Ultra Limited last year. Not sure what happened but a few weeks later a set of Rinehart exhaust showed up on my porch. Followed by a clear bra kit for all the painted parts.
I think its call Mod disease and its contagious so be carful you don't catch it. Good luck!!!
