Possible to just drop an '07 Engine into a '99 frame? Will the tranny and primary will bolt right up? I do have the stock FI unit and would like to use that too. Ya think .. ?

No, the trans and primary will not bolt up. Different sprockets on the engine output shaft and the chain rides in front of the ring gear on the '07-up bikes instead of behind it like on the pre '07. Also, the primary case itself has a different shape/dimension between the models.

So.... Looks like if I am going to drop a new engine in this thing, it needs to be a pre '07..? Previous to '07 no problem huh?

Yep, sounds right to me. Just remember that "A" (rubber mount) engines go in Touring and Dynas and "B" (counterbalanced) engines go in the Softails... No swappie swap between the two styles and could be a relevant point if you are buying a takeout engine from ebay or the like.

Ya.... have built bikes for years. 1st time for a TC. All Evo styles. Wife has a Heritage, and very familiar with the "B" engines. Have an oil leak on the bottom of my 99 RK engine. Looked and found it coming from under one of the case half bolt heads right on the bottom. I thought that was kind of weird because I thought the bolts are in their own channel w/o being exposed inside the case. Then I saw a crack around the channel that the bolt is in. Talked to a pro welder friend and figured he could run a bead... He's not too excited about it. Really hadn't planned on dropping a new engine in it quite yet... only has a bit over 60k miles. Riding season is starting and not sure what I am going to do yet. I live in the Seattle area and the season is so short, this is a heck of a time to break something like that now!! ughhh

BUT...... if I got ahold of an '07 or after (up to '09 I think) engine AND tranny.... no problem dropping it in? What about the FI?

Or if you find an '07 and later motor, look for an '07 and later transmission.
They will drop right into your frame.
