Well, a little searching tends to indicate that EITMS was introduced midyear in 2008, so there's a chance that your scoot might be a candidate for an upgrade. I don't know what all that might include, but certainly a new ECM since that's where the function is controlled. I'd be shocked if its just that simple. Hopefully someone who knows their chit will chime in and set us both straight.

AHA! Found this article wherein it says (at the time of the article, at least) that dealers would flash the ECM to add EITMS function to all 2007 models. It also states that 2008 models produced after December 3rd 2007 already have the function installed.

I researched this a year or two ago for my 07 Road Glide. If I remember right the 07 and early 08's did not have it activated in the ECM but HD would pay a dealer to re-flash one time for the early models. At some point in time with (08 or 09's with the TBW), you can turn it on and off with the throttle by rotating the throttle back for a second or two. However on the 07's it can only be changed by re-flashing the ECM.
System Function:
"When engine temperature reaches a pre-determined point,
the EITMS will turn off the rear cylinder fuel injector. Idle
speed will be maintained, however the rear cylinder will
become an “air pump” which will then work to cool the
engine. The conditions required for this to occur are:
● High engine temperature
● Engine must be at idle speed
● Vehicle must not be moving
● Clutch lever must be pulled in or in neutral
When these conditions are met, the rear cylinder will stop firing until one of the conditions listed above are no longer met.
If the vehicle is moving, the engine temperature drops, the
throttle is opened from the idle position, or the clutch is eased
out while in gear the rear cylinder will again fire normally.
When the engine is in EITMS mode you will notice a difference in idle cadence. Additionally there may be a unique
exhaust odor. These are both considered to be normal conditions"
