Did all Ultra Classics come with a tour pack?

Did all Ultra Classics come with a tour pack?
I recently bought a 94 Ultra. It does not have a tour pack, but has a back rest / luggage rack bolted on the back of it. I noticed when I did a search on google images that many of them have the same setup. Was the tour pack an option in 1994?

Tour Pack was an option on the Standard and Classic, but standard on the Ultra Classic.
Along with the rear speakers!
