Default 09 road king front wheel?

I have a 09 road king standard(mag wheel). Can you remove the front wheel nut, lossen the left side bolt clamp, slip out the axle, pull wheel out, turn it around and put everything back together.I see no offset on the wheel, and spacers look like the same size.Does not have anti lock brakes.I don't see any safety issues other than tire arrows will be going the wrong way.

That is a safety issue as far as I'm concerned! I wouldn't do it, even if it is possible. Why do you ask?

I'm sure there is a valid reason the tires have a directional arrow on them.....

If you just turn the wheel around, you will be defeating the way the tire tread diverts the water from the tire...

Correct. The tread is directional to evacuate water on wet roads. If there was.no risk of set roads we'd be riding on slicks like NASCAR, F1, and dragsters.
