What are California license rules for 09 Harley ?
I have a friend who may move to California, his bike is an 09 street glide which has a 120R Kit installed. It has original engine case. What will he be required to do to get it licensed in California? Is it worth the time or better off to just sell and buy a different bike once in California.

It's 7,500 miles but that rule does not apply to someone who already has the bike titled in his name (in whatever state he now resides in) and decides to move here.
The bike has to be inspected just to verify the odometer, the VIN and to get the engine number because CA puts it on the pink and some other states don't.
If AAA has a Licensed Vehicle Verifier, they can do it there. Otherwise it has to be done at DMV.
They will not inspect or even care about anything else. He will pay a registration fee and for the plate which will be issued right there.

I just went through this with a bike I bought in NY. I went to AAA and they handled everything, gave me my plates, and I was on my way.
They have (or DMV will have) inspectors that check the VIN, Engine number, and odometer.
They also check the EPA emissions label. Mine needed to be CA emissions compliant. I was a CA resident, who bought the bike out-of-state, and was bringing it back to CA. I didn't have 7500 miles, but I knew that would happen and ordered the bike in NY with CA emissions.
They will also check your friend's emissions label (on the frame) because it is on the DMV verification form. But as stated above, if he's over 7500 miles or is moving to this state from another state, whichever label he has should not cause a problem.
Tell him to keep the bike and bring it with him.........
Unless, of course, he wants an excuse to buy a new one....
Then I'll erase the above so his wife won't know.....
