The idea behind lowering the bike 1" in the front is to bring the stock geometry back in spec as when you put a 21" wheel it will raise the front end about 1.25" or so which changes the handling characteristics of the bike a little bit. Some people have no issues with it, others do. The difference in handling is felt when the bike is moving at slow parking lot speeds for example pulling into a parking space at 5 mph. Of my 3 bikes, two of them have 21" wheels on them. One was lowered 1" the other is still stock.
I don;t ride a bagger on a regular basis so this may all be moot, however a larger rolling mass as in a 21" wheel will feel a little heavier steering than the stock wheel.
Pricing is what it is. Harley Davidson motorcycle's probably represent less than .3% off all the vehicles on the road which is one of the things that keeps prices on made in the USA specialty items such as wheels high. Each party involved needs a piece of the action from the company machining the wheel to the polisher to the chromer to the retailer. Some wheel companies do all in house and their prices are usually higher. Go figure.
