Not the baffles, these restricters shown in the above picture are located in the baffles. Just cut them out with a dremel.

Old thread revived... Maybe this will help someone.

I got a set of take-off CVO mufflers from a 2013 RG that I just installed on my STOCK 2005 Ultra. Haven't ridden it yet.

I removed the "plug" using a 1.5" hole saw with an extension on it following details found on CVOHarleys forum.

1) remove muffler
2) stand it on end (exit side up, entry side down on a piece of wood)
3) insert 1.5" hole saw with extension into the exit side (it will just fit). It will go down a few inches and rest on the top of the "plug".
4) run the hole saw being very careful because it can catch and spin the muffler right out of your hands.
5) eventually, you'll saw through the top of the plug and it will drop down towards the muffler entry at the bottom.
6) reach in and pull it out. blow the shavings out and re-install muffler.

Sounded awesome on startup/idle and a few revs. Again, haven't taken it for a ride yet.
I had the 1.5" saw bit but had to run to Home Depot and get a 12" extension (a smaller one will work).
