I have the HD plastic flag mount for my 08 UC, but used the clear tape protector to protect the finish of the tour pack when I mount the flag. I generally only put it on when riding at speeds below 40mph (country roads) and at rallies in formation parades. For highway speeds, there are better mounts and systems that you may want to consider.

I bought mine at HD, it has a rubber o-ring at the base of the flag, I think is used to hold the flag up, and keep it from flapping all over the place, doesn't move much doing 70...Well I am on a Ultra Glide, which blocks most of the wind.
