That has not been my experience. In fact, my biggest gripe with Moco ABS is that it activates too easily at low speeds over stutter bumps and when coming to a stop. Other than that, I have only activated the abs once and very briefly when some idiot left hooked me.- probably around 20-25 mph.

I'm not sure where you heard that, but it's not true. H-D (and all ABS systems) stop working at about 3 MPH. But none work in the way you describe.

They have to cut off at very low speed, since things like holding a vehicle at a stop requires a locked wheel, and ABS can't differentiate between a good locked wheel, and a bad locked wheel.

You're both absolutely correct. I double checked myself by going to the touring owner's manual where it states very clearly that ABS will not activate below 3mph on the front, 5mph on the rear.
Guess I was transferring automotive standards to motorcycles. Thank you for correcting me.
