Because the tensioner is on the bottom and when the engine moves the chain it pulls it across the top and pushes it on the bottom. This makes slack on the bottom and the spring loaded tensioner takes up the slack. The prob some have is it ratchets too much causing the chain to get too tight and prematurely wearing out the inner primary bearing. Honestly just drive normally and it will do its job.

Does the noise change when you pull the clutch in? Is the noise speed related. If not its not the tension of the chain.
