I'm 5'8" w/ 28" inseam. What I found that really worked for me on my 2012 Ultra Limited was the Harley Adjustable Highway Peg Mounting Kit - Long Angled.(50829-07A)
Took a while to get them adjusted just right but now I can do as others said and rest the top of my foot on the peg and my heel on the floorboard or stretch out a little more and place my feet on them or stretch out fully and rest my heel on top of them. This in combo with my hammock seat and touring bars gives me lots of confort. Brother and I just finished a 4021 mile/22 day trip with this set-up.
