I hate to sound like I'm thinking you're doing something dumb, and I certainly mean no offense, but is there any chance you've switched on the high beam, which will switch off the passing lights?

Still not certain which model you have, but from your description, it sounds like a Touring model with a fairing. On that assumption I've been looking through the wiring diagrams. The only thing I can see that fits all the facts you describe is a bad SPOT switch. The first thing I would try is to monkey with the switch, maybe in a dark area, to see if you you can get any light at all as you flip it back and forth (thinking maybe dirt or corrosion in the switch). If that brings no luck, you'll have to start working with your meter, but I'd start at that switch, and work forward and back from there.
