Brake lights stay on. Help a fireman.

Sounds like you probably need to replace the rear brake switch. That will fix your brake light issue and your cruise issue.
The most likely scenario for the symptoms you're describing is that the rear brake switch has failed in the closed position. That's why your brake light is staying on. With the switch failure and the light staying on, your cruise control thinks the brakes are applied and will not engage.
A very simple diagnosis is to simply unplug the rear brake switch. When you unplug the switch the brake light should go out and your cruise will begin to work again. This is exactly what I did to mine a couple weeks ago on a cross-country trip when my cruise suddenly quit working. I unplugged the switch at a gas stop and the cruise worked again.
I just bought a new switch today but have not installed it yet. I'm waiting for a cooler day with less humidity before opening the brake system. (I'm in Cleveland, Ohio right now).

Cruise will not work as long as your bike "thinks" you have the brakes applied.
The brake light staying on means one of the two switches is activated.
You said you replaced the front switch, so that leaves the rear switch.
But before you go too far, are you sure the front switch is working correctly?
I say this, because quite a few people mess the switch up when adding different hand grips.

I'm not sure of the set up on your 03, but on my 09 Street Glide there is a little metal "wedge" that goes in between the side of the switch housing and the side of the front switch. This wedge pushs the switch up against the brake lever.

+1 on the switches. As others have said, check your front, if that's good. Probably your rear. good luck!

I learned the hard way about installing the front switch. The second time I wedged the caliper before installing. The U shaped shim behing the switch looks good and the switch is in the right position. This all started after a power wash after a ride in a downpour.... I'll check the rear switch. Thanks fellas.
