The bike is a 2001 so the pipes might be close to that age, hence an older bracket style. (??)

Just because they have a baffle doen't mean all the packing is still there around the baffle.

I never minded loud pipes until I started riding with a group in tight formation by "rank". I have had 100 inch evos with open pipes, sporties with open pipes...not anymore.
I am often behind the same guy with an evo softail with loud pipes, They are not Open but they are still really loud. I am actually starting to feel hostility toward him personally for all the hours I have to ride behind him with those blasting in my face and ringing my ears. By the way I am already half deaf from multiple combat tours in the infantry and SF, so its not that I am "sensitive" to loud noises.

Well, Here is the baffle that was in the pipe. Looking at Samson website, they sell baffles that look just like these, so there isn't a fiberglass wrap. I don't know what this does, as the exhaust blows right down the center.





I think I'm going to replace the exhaust with the Samson fishtail with muffler.

Like I said: "no packing". Try wrapping it first, that would be the cheapest thing to do.

I have a 00 carbureted Electra glide (first harley btw) with 36" Samson fishtails and my friend has a 2012 deluxe with 36" fishtails with no other engine mods, my question is how do I get the same sound on a newer bike I really love the crackle/back fire sound thanks

You should be getting a very similar sound as your friends bike if the exhaust is alike. If one has baffles and the other doesn't then that would explain the difference. Just FYI...

I had Samson Caliber slip-ons, un-baffled on 2 inch head pipes and they sounded BAD A$$ but thanks to a leaky battery, I had to change them out. They had a perfect low pitched growl. I always got compliments about the sound. Dang do I miss them.
Quite different sound than your's, but I bet they sound great also.

Samson might have available a smaller diameter baffle that would cut down on the noise and likely improve your low end torque.
