Same thing on my SG. Got three of the four top bolts in and after swearing at it for an hour, I went on to the dealer to pick up the tourpack with one missing. When I got there, the two service guys laughed and said it was like that on most of the bikes they had put the kits on. Nice guys though, popped on new bolt in while we were talking and I was off again.
