Default Rear saddle bag crash bars

OK I have a 03 road king classic and the rear bars hit my wifes legs! They look like they need to be back a good 3 inches. Is this the way they akll are and can it be moved back?

I have a 2011 FLTRU. I have the nostalgic saddlebag guards (not installed yet). I was going to purchase the Saddlebag guard kit 49282-09B which is what the catalog says I need. Will the comfort guards work on a FLTRU with the nostalgic guard? The parts guy at HD said he didn't think so.

I bought a set of aftermarket ones on e-bay for about 90 bucks. Not as heavy duty as the stock ones but fit well.
