I would get the 2000 with the carb. Mine is a 2000 with a carb and I love it but mine has a 103 build done with a 45 mm mikuni and a 6 speed so it is not your standard king. The other reason I would go with the 2000 is that I like the standard better than the classic. Screw a bunch of spoke wheels to clean and I don't like the leather bags on them. I thought a 99 would be an EVO motor. Maybe I am wrong but I thought 2000 was the first year for Twin cams in Road Kings.
