it all depends on price.
The cam chain tensioners as mentioned are one thing, the fact that it is the 5 speed is a consideration for some, but again it all depends on price.
If I could afford a newer bike I would get the newest I can afford, actually I did, I bought my 07 a couple months ago for 10,500, to me it was a good deal.
It has all I wanted for the drivetrain and options and I am very happy with it, but if I could afford an 09 or a 2011 I would have gone newer, I personally would like to stay 07 or newer for lots of reasons, cams, motor and tranny, anti locks, etc..
If i were looking at an 03 I would be looking to spend $6500 to $8000k tops and that would have to be pretty clean with low miles, 7k would be a good medium for my money on an 03 in great shape with pipes, stage 1, good paint, good tires, etc..

One thing to be aware of on the '03 model year Road King is the 5th gear pulley bearing. Two of my friends and I all have '03 Road Kings and all three had the same part (5th gear pulley bearing) go out at around 20,000 miles. It is an inexpensive part, but it requires a fair amount of labor to change. Otherwise if you can get the bike for a good price DO IT. I love my Road King Classic, just wish sometimes I had the hard bags to go with it (miss not being able to lock them up).
