I went from a 06 EG to a 12 RGC. It is all in the choice of windshield for the the riders. I started off with a ceebailey step shield and it was bad a$$ looking and worked great for keeping the wind off the rider, however it dumped the wind right on the passenger. I changed it out with a windvest that is a completely different style shield and it solved all the problems. If his wife isn't riding on the RG then she isn't doing it simply because she doesn't like the bike, not the wind. My wife says with the new windshield there is hardly a difference.

MadStad shield. Unbelievable difference with this thing installed. The knock is that it's ugly. 'Course the knock on the Road Glide is...
It's adjustable so you can change it's position instead of buying multiple shields, unless you collect windshields. Bottom line. It works and works well.

We can bust on Harley, though! Why build a 'touring' bike where in stock trim it's miserable in the passenger seat for everyone except for maybe one of Snow Whites companions? I guess 'cool looks' trumps functionality, ala the SG trim piece, uh, I mean windshield. I guess it does force people to 'upgrade', though. Went with the UL for the same reason. OL went with me on a RGU test ride and said 'over my dead...etc...', and I'm toning down her comments some!!
take a roadglide custom, add a new windshield, new seat, and better shocks and you have a world class tourer.
the road glide ultra, on the other hand, does come with a proper windscreen and the touring shocks.
Harley has a new windshield called the "Windsplitter". It has the "hips" to increase downforce and/or reduce buffeting and a recurve at the top. They have three different sizes each for the Batwing and the Road Glide "Shark" fairing. The dealers have a try-it-before-you-buy-it program where you can borrow one for 24 hours. If I were you, I'd take a test ride on the Road Glide Ultra with the stock shield and maybe one or more of the Windsplitter shields and see what you think. Bring your passenger along of course.
