Surging during a cold start in gear with the clutch disengaged is caused by clutch plate stiction. The "sticking" and surging can be reduced or eliminated by exercising (disengaging and engaging the clutch a couple of times) prior to starting it in gear with the clutch disengaged.
'07 and newer can only be started in gear with the clutch disengaged.

OP, Remember your BRC Course? Did the instuctor walk you through the starting proceedure?
Did the instructor say,
1, turn ignition on?
2, Put bike in neutral, check for a green light on the bikes control panel, BUT! don't trust it or the one hanging 20 feet in the air.
3, pull in the clutch and then push the starter button?
Gee I wonder why the instructors say that?
