I have an 05 and it gets 200+ per tank...can't answer the other question because I only have a 5 speed but I would guess that 6th gear can be considered OD.
6th gear seems like it drags because the gearing is too tall in the 07 and 08 six speeds. You can change the gearing a few different ways, Japanese HD pulley, 30T tranny sprocket, 49T ring gear conversion, etc. I run the 49T ring gear conversion.
Yes, 6th is overdrive, try not to hit it till above 70mph. That motor doesn't mind rpm's that much. You can get up to 200 miles a tank depending on your right hand, 2 up or single, at least I usually did with my '07 Road King.

6th is NOT an overdrive it is 1:1, it is the primary and final drive ratios that make it act like OD.
Check you air filter and make sure its clean, Also maybe a bottle of injector cleaner. Also are you a weekend warrior that never gets on highway? Also you only have a 5 gallon tank not a 6. so 130 miles on 4 gallons sounds about right

Zimbob says he gets 200 on the 5 gallon tank and so do a friend of mine but he has a smaller engine.
my 07 milage is all over the place 32-46 ,it has evened out around the 10,000 mile mark.does it have pipes an aftermarket a\c,then you need to look for a tuner.and the final drive is 1-1 harley just geared the primary and final drive up too tall.
My 07 rk is going on 45,000 miles. It's stock except for cycle shack slip ons. I normally get 38 to 40 mpgs. Got to admit I have a twitchy right wrist.
