Do you know if the 99 was a crossover year for the fuel injection system? Doesn't seem to match the one in the 1999 service manual which I do have.

It was the first year twin cam but not 1st year bagger efi. The 99 was the last yar for bolt on fuel lines at the tank, 2000 and later have the quick disconnects.

2000+ sheet metal.

All kinds of things get changed over the years, my 99 got 04 sheet metal in 05!
