I took a multi-stage run at this.
Changed rear turn signals to clear led with red lenses. A bit brighter.
Got Harley wiring kit to make turn signals go on with brake application. Lots brighter.
Got Harley kit to make fender tip tri-light go on with brake application. Some extra flash here.
Now the rear lights up 4 lights with brakes instead of just one.
Mission accomplished.

Does your concern about being rear-ended extend to the point where you're willing to wear hi-vis textile/mesh jacket w/ armor or a helmet (3/4 or full face) since you ride in a no-helmet required state?
Lots of good suggestions about lighting, but hi-vis gear will certainly help you be noticeable by cagers.
