an antenna works best mounted vertical.
a powered antenna can amplify the static just as much as the signal
a "ground plane" helps the antenna, on a car or truck it may be the hood or roof. on ultras and classics it is a steel plate in the bottom of the tourpak
If your town has an old timey ham radio supply store- these old Navy radio guys really know their stuff and can help you select a product which'll work best in the physical constraints.
what do i use ? $8 pepboys stubby on the relocation bracket in board of my saddlebag.
works ok in town for am/fm/wb.
check and make sure than any ground wires are nice and tight

bracket comes with tourpak detach kit.
I stripped the ant. wire out of the factory wiring loom under the seat as I was doing some custom wiring for the lighting in the rear of the bike/tourpak.
so my ant wires runs from under the seat to the left side cover, then along the frame to the mount
you could make something and get the correct antenna mount at radio shack or ham store

Here's how I did mine using the stock antenna mast. The reception is as good as the stock location in my area, and the total cost was less than $15.
