As long as it is mounted way up off the ground by like 9-10 feet you'll be fine. Otherwise strobe that in my eye and I am liable to run you over cause I am temporarily blind.

Jail
You will go to jail but the charges will be necrophilia for trying to use a strobe light when disco has been dead since the mid 70's.
A disco ball is good for 5 years and a leisure suit will get you life without parole.

Yellow strobe on top of helmet. Cars should have cage lanes.

Up until now I thought there was no such thing as a stupid question. Took 64 years to find one.
