brightasslights.com have led tail lights that can switch to different modes such as strobing quickly when braking and then finaly solid on, but they are capable of doing other things like levels of brightness and so on.
This definitely depends on where you ride.
Here in TN we don't get harassed, much anyhow, but ride up into MI and get pulled over for having "blue dots" on the bikes.
Many states have different laws on lighting but one thing is a common denominator, flashing lights. I don't know of any state that would allow you to have a colored flashing light on the front of a non emergency vehicle. As for your intention, if you find some way to keep idiots off the road I'm sure we would all be interested in that method.
Just ride like you're invisible to everyone on the road. It doesn't only save you from the people who could use some help paying attention, it saves you from the people who can't be helped...
