EPA has got Harley running these bikes hot and keeping them from breathing. First thing to do is a trifecta. Exhaust, intake, and tuner. How you go about those three are up to you. Many choices left but ya gotta do'em all. Tuner (or Harley Stage 1 flash) makes more fuel available for all the air you are bringing in through the new intake, and the free flowing exhaust blows it all out the a** end.
When I bought I decided PC-V was best, Fuel Moto had the best price, and when I told Jaime my exhaust and intake he programed my PC-V so all I had to do was plug it in.
Asking what exhaust would be one of the most asked questions in this forum. Do some searches, decide if you want loud, quiet, bassy, tinny, chrome, black, looks, price, tips, this list of considerations seems to go on forever.

My bike ran way too lean and too hot with the Stage 1 Flash.

I bought it new put 2500 miles on it.Just Lags I think.I not trying to make it a jet bike.But something to give it a kick in the ***.
Definatelty 2 into 1 pipes air cleaner. Just don't think it be enough.

Did Python True Duals (V&H Dresser Duals basically), 3 1/2" slip-on's, SE open element air cleaner, and Screaming Eagle Super Tuner Pro with a canned map from it.
World of difference. Mileage is up, better power, sounds like a Harley.....
I have think I have about 1300-1400 in my stage one...... Did all the work myself.
Mileage is always in the low 40's and have hit the mid 40's in the last few tanks. I run a mix of highway (10 to 15 over), side roads (no more than 8 over) and am very happy....
I beleive I could have not done better for all new parts and I did look for deals (did not pay list for anything).

I agree.... Stay away from an EPA stage 1 flash...... at that cost you are 1/3 to a super tuner or about 1/2 way to a PC V.

if you do nothing else....and only could choose one thing I would suggest a good tuner...pcv, power vision or whatever else you like that is programmable for future changes....even without a air filter and muffler change the programmer will greatly improve the way the bike runs...that being said (I have a '11 flhrc w/103) headers, mufflers and ac will help a ton, and cams will help even more...with all these changes on my bike it is a different bike, if you twist it hard from a stop it will snap you head back if you are not careful, and it finds the rev. limiter real fast through first, second, third and forth...at which point it time to slow down....BUT, at 70 in 6th, it just floats along very civilized getting good gas milage and waiting for you to twist the grip...

On my motorcycle I did the heavy breather and SE street performance mufflers with the HD stage one download.
It was alright as it was my first HD experience.
I eventually changed the stock cams for an Andrews 26H cam at the Indy 's suggestion. They were coupled with a TTS and tune by Lonewolf. That netted me 100 ft-lb, 89 HP.
Really, it was enough, but I'm retarded.
Enter the 120r.
The 120r and Rivera Primo clutch, and a new
Supertrapp supermeg 2:1. The Heavy Breather still there. From the dealer the motorcycle was producing 123HP and 118 ft-lb. SAD
Took it over to Lonewolf and after the addition of discs and his tune it made 132 HP, 131 ft-lb.
The clutch can be a bit of a dog, and I wonder if a supercharger would be the way to go. Maybe I should add a supercharger. Ha ha
Long story short, those were the paths I took. My stock motor sits on the buffet in the dining room. (I love my OL). It is ready to go if need be.
Mine isn't the only or best route, but I have two motors I suppose.
Best of luck. Ride safe, and consider a brake and suspension upgrade if you're really pumping the power output up.
