Replace Thottle cable and idle and might have installed them incorrect..

The spring at the end of the Idle cable goes into the black sleve on the thottle body. in front closes to the air filter i hope...has cruise sensor on it.. and does it fit on the rear part of the housing switch

and the the thottle goes on the rear end..of the thottle body and in front of the housing switch..

wont snap back and it has aftermarket grips... is that normal...

 

Is your thumb tension screw at throttle loosened up?

 

When you twist throttle and butterfly plate opens they are in correct positions, that doesnt mean adj. is correct just that cables are in correctly. Wont snap back?, something is binding, did you just replace grips?, i would look there next.
