Sand the inside of the fairing, around the hole, with 80-grit sandpaper or die grinder. Sand the outside, around the hole, with 180-grit. Cover the hole, from the inside of the inner fairing with mesh-type drywall tape. Extend one inch beyond the diameter of the hole. Use SEM Problem Plastic Repair Material (SEM39767), filling the hole from the outside of the fairing, about 1/8" higher than the fairing surface and 1/2" beyond the diameter. On the inside, spread the SEM material to cover the mesh material. Let it dry and then sand it down (outside fairing), using 180 to 400 grit sandpaper, matching the contour of the fairing. Filling the holes, higher than the surface of the fairing, will allow the material to shrink, as it hardens, and will not show through the paint, later. The material costs about $35 and is a two-part epoxy resin. You do not need the special tool for dispensing the material. Mark a flat-blade screwdriver, about one inch from the tip. Push each tube the same distance, through the supplied dispenser nozzle, onto a non-stick surface and then mix thoroughly before applying. Follow with 2-part primer, base coat/clear coat.
