I know the noise you are hearing, I know it well. It's not the top end making the noise, it comes from the throttle body. Take off your air filter, you'll see (and hear)!!!
I doubt there's a cure, but I no longer worry about it.

Some are noisier than others, and if it is bothering you I would compare yours to other 103's in your locality. You might also take it to an indie and get his opinion.

Vtwins are notoriously 'ticky', my friend bought a 2011 Ultra last wknd with 7700 miles on it and he said the same thing. Mine has it and gets a bit louder when it starts to cook a little in traffic. If you think thats loud, you should hear my wifes Metric bike and the Metric I traded in for my RK was...litterally marbles in a coffee can. I had to wear earplugs just to silence the noise and ofcourse the dealerships say its normal. So as long as it doesnt start sounding like my VStar its never going to be too loud for me.

My 11 RKC is a little ticky. But it's under warranty and I'm going to ride the hell out of it. I think it's normal.

Don't know if you are aware but neutral rattle makes a lot of noise.
Click on the above and read the bulletin.

My 2011 Limited also makes a lot of noise in the 2000-2800 rpm range. Just to mention, at some point you may want to try a different oil. Some synthetics get pretty thin at operating temps and some dealers put regular crankcase oil in the transmission.

Mine has it too in the 2600 to 2800 rpm range. A few have traced it back to excessive (although in HD spec) rocker end play. There are some shims that can be installed to limit the end play and reduce the noise or eliminate it all together if you are lucky. I have not heard it causing any long term problems. I am just getting used to it. Mine started at about 1500 miles and now at 13,000 is not any worse. I have taken it to three different dealers and all said it is normal 103 engine sound.

The spec on the rocker end play is huge... it's .025". I measured the new ones I put in, 3 of the 4 were at .005, one was at .010". So far the top end seems quieter than the rockers I pulled out, which were a little looser, in the .015" range.
