If you can see cut out in pavement for sensors, you can park off center and straddle the seam, it will pickup a 2 wheeler much better, no hang on gimmick needed. If you cant see sensor cut out, park off center in lane, it will turn the light.
Traffic light trip sensors are either pressure controlled ( look at the asphalt and if you see a saw line that is square in the turn lane or through lane ) or its mounted on the traffic intersection signal arm that looks like a camera next to the traffic light point at you, that is a motion sensor
The new law is a duplicate law. You (all vehicles,) have always been allowed to treat a "non-functioning" traffic light as if it were a stop sign and proceed.
