To muddy the waters more, the 09 Stage II 103 kit came with a header with a cat in it to make it EPA legal. Mine is still in the box.

I asked Jaimie at Fuel Moto, he says:
All domestic 09's that were NOT California bikes, had no cats.
California, and all int'l bikes including Canada, all had Cats.
I will take his word, as I am sure he has torn apart enough bikes.

not aways.... my '09 Canadian RG did not have a cat.
