This is what someone posted in the retired police bikes forum based on this same perplexing discussion:

---

I just called "Deeley Canada" and Harley USA...

Here's the scoop....

ALL Touring bikes built for Canada have the cat in the header from 2009 and up... inclusive.

All 2010 Touring bikes and up have the cat in the USA... including the 2009 CVO (110's) bikes and the 2009 California bikes.

The 8th digit on the VIN designates California if it is a 3-5 or 6... a 1-2 or 4 is any other state.

All 2009 USA Touring bikes not built for California... DO NOT HAVE CAT's.

That's great, but again, my '09 Canadian RG did not have cats. If this is such a big deal to you why not just have a look at your own bike and find out for sure?

Honestly - because I am too damn lazy to take my exhaust system apart!

But more than likely I will. I am taking mine in for the brake switch recall, and I will have the SM take a gander up my pipes....

I think this is more of a "confusion" issue.... why would an HD SM say they all do have cats, when so far a lot of us have said, and proved, that they do and don't.

If he had said that sure Cali models did, and the rest of the USA did not, then this thread would have never been started... but his point was they ALL did, and he was quite sure of himself. So I just wanted to get all you smart fact finding and proving HDForum peeps to help me, so we can get to the bottom of it... come on, admit it, this is FUN!!!

My 09 Classic did not have a cat, 09 cvo 110" had a cat, 2010 ultra had a cat, 2011 Road Glide had a cat, I don't think the 09's except the cvo's and California had cat's.

This kinda reminded me of a saying from a movie.
"You could have a good look at a t-bone steak if you stick your head up a bulls as but I'd rather take a butchers word for it"
