Need The Facts on Cats - '09 Headers

This is what someone posted in the retired police bikes forum based on this same perplexing discussion:
---
I just called "Deeley Canada" and Harley USA...
Here's the scoop....
ALL Touring bikes built for Canada have the cat in the header from 2009 and up... inclusive.
All 2010 Touring bikes and up have the cat in the USA... including the 2009 CVO (110's) bikes and the 2009 California bikes.
The 8th digit on the VIN designates California if it is a 3-5 or 6... a 1-2 or 4 is any other state.
All 2009 USA Touring bikes not built for California... DO NOT HAVE CAT's.

More confusion from http://partsfinder.onlinemicrofiche.....asp?make=hdmc

But more than likely I will. I am taking mine in for the brake switch recall, and I will have the SM take a gander up my pipes....
I think this is more of a "confusion" issue.... why would an HD SM say they all do have cats, when so far a lot of us have said, and proved, that they do and don't.
If he had said that sure Cali models did, and the rest of the USA did not, then this thread would have never been started... but his point was they ALL did, and he was quite sure of himself. So I just wanted to get all you smart fact finding and proving HDForum peeps to help me, so we can get to the bottom of it... come on, admit it, this is FUN!!!
