There has been some debate here as to how to measure a shock, weather on or off the bike. From my first hand experience, it has told me it doesn't matter, they measure the same on and off the bike, eye to eye. 12 is 12 and 13 is 13. I recently replaced my sprung OEM Dyna shocks, 12," with HD Air shocks, 13", on and off the bike, they measure respectively. The rear of my Dyna has been raised 1", so, my theory tells me what I've always suspected, the weight on the bike when placed back on the ground, isn't enough to drop a 13" shock back to a stock 12".
