I agree, the plate bracket that comes with the Tour Pak Kit is really fugly. I installed a Kuryaykn 3165 Layed Back and Curved Plate on mine. I know it says for 08 and below, but if you get 2 new 1/4x20 SS Mounting Screws that are 1/4" longer, it bolts up real nice, with no drilling. You can also still use the HD square chrome bracket on the rear too.

either drill holes, or switch to a road king signal bar & plate mount.
The signal bar is a little narrower and incorporates the plate light
Many of the kits/parts/mounts made for the 08 and earlier narrow fender don't fit the wide fender09+ bikes
here' my 09 FLHTC with the tourpak off

Softbrake & JP Cycles make a license plate bracket they'll go directly under your stock turn signal bar and bolts to it. You'll need a new tail light lens with clear lens bottom if go that route. I got a new tail light with clear bottom for sale over in Touring classifieds. I ended up buying and installing a Street Glide turn signal bar with lighted license plate bracket.
Here's pic of my present setup.

I bought mine for about $75 as a take off ( with lens).
It is a stock 2010+ road king.( if you go to the dealer you can eyeball them.)
the plate mount has a rubber bumper on the backside which rests on the chrome at the top of the fender tip.
signal bar is narrower, turn signals plug right in, you may need to splice in the plate light depending on what you have going on for rear lighting- ( I have a bunch of stuff going on back there so had to adapt the wiring to my needs- bottom photo you can see I added LEDS for brake function to my tip light- yes, i know they sell them, but I have LEDS in the garage and I added blue as well as red for the "blue dot" look)
