That's the exact eagle I have on my bike. Harley part #14093-84. I bought the bike new in 1989 and put the decal on in 1990. I still have the bike and the eagle still looks perfect. I did clear over the entire faring then water sanded and buff when I installed it. I have never seen another one on the road with this eagle so it is unique. I think it look great. I'm surprised Harley still makes it.
I went to the local auto-pain supply and purchased a product you spray on the back of the decal before installing it. This allows you to move it ever so slightly to get it in position. That product then must just evaporate between the decal and the fairing. I don't remember the name, it's been so long ago.
I do remember that, even with this product, once it's on there is very, very little give. It's a big decal so mark the spot so it is centered and start at one end. If you get an air bubble use a pin to remove the air bubble. If you try to pull up on it or even move it side to side much the decal will tare.
I know I tore mine on the black part. So I just touched it up with a black magic marker before I cleared it. Now you can't even tell. Just do your layout and take your time.
