I called and email Dynojet and got a lot of help and advice. I was told that the 9V battery has to put out at least 8.2 volts for the power commander to come on. They advise using a brand new battery each time, and it will last approximately 4-5 minutes before it looses enough power to no longer function. I installed a new battery in the adapter and my PC recognized the power commander and the map downloaded. Thanks to Dynojet for the help.
