I have hit more deer with vehicles than I can remember. Cars, trucks, and motorcycles. Some with whistles, some without. Deer whistles may startle deer and make them run, but they don't make them any smarter and tell them which way to run. I have never hit a deer that wasn't running. My personal viewpoint is that I would prefer not startle them into running.

Nothing works for deer, I've got them around here that lay in the road till I get right up on then before they move. My Vance & Hines pipes don't phase them. The bucks are dumb, the does double dumb, and the fawns are all suicidal. I think they should shoot every doe that feeds on the road, she teaches the fawns and the cycle repeats itself over and over.

Along with my snake oil, this might be the ticket. Trouble is, I guess they lost the Amazon oil contact. I couldn't believe that stuff, rub it on a joint/muscle w/pain and it was gone...almost instantly! Talk about snake oil! Taken from some tree down there and no longer available....Man I miss that ****!
I knew I threw my money away when I bought that snake oil, but you never know....wish I had bought a 100 bottles now!
I never did believe the magnet **** tho!

This worked for me in cage
I used to work in another town, which required 17miles of cross-country driving. probably 10 miles of that was through one of the most heavily deer populated area in C. Ky. Got off at midnight and while driving home it was a nightly "dodge the deer" game, at about 35mph max. A couple of times I had my drivers side tires cross the rumble strips in the center of road, the deer would look up, straight at me and run into the woods. I put 2 and 2 together and started continually easing on and off the rumble strips. In 2 more years of commute I did this nightly. Call it luck or chance or whatever, but the deer would move away from the road. I still drove very cautiously and slowed down but never had another "close encounter". On another note, last year 15 bikes where in Frankfort, Ky ( capital) visiting the Veit Nam Memorial, at 2 in the afternoon, in town, and had 3 deer run across the road , behind the first 3 bikes and between the remaining bikes, I was one of the 3 in front and never seen the deer, but the guys behind me were suprised. So deer are everywhere, even in cities in KY. Another friend was riding down the road, the next thing he remembers is waking up 2 days later in ICU. According to witnesses a deer jumped a fence and hit him on bike and he never saw the deer. He was skinned up pretty bad , but survived.

Rumble strips, very interesting story.
I forgot to take my deer whistle off my pick-up on a long trip thru Ca, Or. Wa, Id, Mt, Wy states with our dog aboard.
When we got home the dog was deaf.......makes you wonder!
I heard about this and was going to tape it and forgot.
