If the rear tire is cupped it will make a lot of noise. Mine did.

Check the tension of the final drive belt.

Dealer over tightened mine at the 10,000 mile and rear tire replacement on my old '07 RK. The rear was howling after a days ride. Side loaded my fifth gear main bearing leading to premature failure a year later. The other bearings were making noise a year after that...Traded it in on an '11 Ultra Limited.

Good Luck,
George

In addition to belt tension, check to see that it tracks properly. Lift the bike, manually spin the rear wheel forwards and backwards. Belt should track to the left side of the rear pully with forwards rotation and towards the right side of the pulley with reverse rotation. The howling could be belt noise. See if it makes noise just manually turning the rear wheel while bike is on lift.
