Last year, my local used bike dealership had an empty store with very little bikes to sell. He pretty much hit every customer who came in for their "Garage Queen" bike. He was selling them as quick as he got them.
This year, his store is full of bikes, nothing is selling, and he can't offer anything decent on a used take in. He tells me hes been offering some ridiculous prices and explaining his plight, and surprisingly, folks are selling the "garage queens " to him anyway. He's at about 30 cents on the dollar of kelly trade in value on take ins.

There are alot of stored bikes waiting to be sold.
A year ago at Gillette WY H-D while waiting for service I saw that they had TWO buildings full of bikes. Take Backs and Repos.
They can't let them all hit the market at once or they would depress it.
H-D reduced production numbers the past 2 years in order to keep that secondary market stronger--- a dump in value there would really hit H-D financial services company hard
There are so many used bikes around and so many deals--- and in a State like AZ where private sales pay no tax and Dealers sales add almost 10% to the price.
Some of the shops out there have alot of bikes sitting in storage
No wonder.
