Can fender holes be filled or do I need a new fender?

You may find that you'd be better off selling your current rear fender/turn signal bar/tail light/fender tip light as a complete take-off to offset the cost of the CVO parts, including the CVO rear fender. That's what I did when I swapped out the OEM EG rear fender, etc. and replaced them with the SG fender/fascia, etc. in early '06. You can run the numbers between doing bodywork to your OEM fender versus selling the take-off parts and replacing them with a new CVO rear fender, etc.
Good luck with your project.

If you want to do your own research, the HD parts books for the Touring models and the CVO parts supplement are your best friends, as are the wiring diagrams in the Touring Service Manual and CVO supplement. My dealer is very good about making those available to me for researching these types of questions when I did the SG fender swap, adding CVO speaker boxes to the fairing lowers, etc.
Good luck with your project.

If you haven't done so already, PM the guys who have already done this mod and they can walk you through what's involved, including the rear wiring. When I checked into doing this for a buddy's bike a year or so ago, the connector containing the rear wiring on the CVO needed to be swapped out for the OEM connector on the buddy's SG--the wiring was essentially the same, but the connectors were different.
