Usually less than 5 miles.

Default Factory Ride

when I did the factory tour, they said that if you see a new bike at a dealer with around 20 miles on it, that means it was test driven at the factory. They said buy that bike because it was chosen as one of the models that day to be super scrutinized by HD.

My 2012 had 10 miles on it , I rode it another 10 before I signed the papers

I waited 4hours while my ultra was being put together, had zero on the clock. When he returned from road test it had 4 miles.
On a side note if you look at the title it says 10 miles on the odometer
Because that's the requirement that the dealer put on 10 miles

I know most of us would like to have the "virgin” experience of riding our new bikes for the first time, but for most of us it ain't going to happen. IMO 19 miles does not seem out of the question for a "new" bike.
